ITANAGAR, Mar 8: Disappointed over lack of development in all spheres under Pumao circle ever since its establishment, the Pumao Circle Students' Union in collaboration with Longding District Students' Union (LDSU) conducted a rally for development at Longding on March 6 last. ZIRO, Mar 08: Lower Subansiri Deputy Commissioner Krishna Mohan Uppu while taking precautionary measures to avert occurrence of disturbance to the public peace and in the interest of conducting free and fair Parliamentary Elections'2014, prohibits carrying of all types of firearms and ammunition, all kinds of daggers(daos)and all other lethal weapons including bows and arrows at the surrounding places of venue of political party meetings and at public places till April 30 in entire Lower Subansiri district.

ITANAGAR, Mar 08: Continuing its policy to make rural people aware of the hygienic practices and water sources preservation, PHE&WS Division Seppa conducted a school rally at Lada, one of the longest and remotest circle head quarters of East Kameng district.
Altogether 150 students including teaching staffs shouted slogans like 'one house one toilet', 'open defecation shame shame!', 'healthy surrounding healthy living' and 'green Lada clean Lada'.

Arunachal celebrates Intl Women's Day
ITANAGAR, Mar 8: Along with the rest of the world, Arunachal Pradesh has celebrated International Women's Day with pomp and gaiety today.
The Arunachal Pradesh State Commission for Women celebrated the day at Banquet hall here in collaboration with Department of Women and Child Development and APWWS on the theme 'Equality for women is progress for all'.
Addressing the gathering, Padmashree Mamang Dai, Member of A P State Public Service Commission, while speaking on the status of women in context of Indian mythology, said that women is worshipped, revered, and has a high esteem, however at the same time women go through various complex issues which need to be addressed in the right perspective. It's a challenging time for a woman and a mother to deal with young generations which is going through a transitional period and have easy access to social media.
She called upon all womenfolk to understand and be sensitive towards them and also guide them. More laws don't mean less crime, she said. It is important to look into the root cause of the crime as such incidents happen due to ignorance and unhealthy family environment. So it is necessary to enlighten people on such issues and include women in policy making process, especially in higher education sector.

AAPSU demands President's Rule in state

ITANAGAR, Mar 08: All Arunachal Pradesh Students Union (AAPSU) today denounced the dissolution of Assembly with its strongest term and demanded immediate imposition of the President's Rule in Arunachal Pradesh till the new legislative Assembly is constituted.
AAPSU said that complete breakdown of law and order in the state, economic blockade and boundary issue, dissolution of Assembly, financial crisis and mismanagement of the state exchequer are the reasons for demanding President's rule.
Addressing the media persons at Press Club today AAPSU President Kamta Lapung questioned the logic behind the state government's statement in which it stated that dissolution of Assembly is to minimize the election cost which roughly estimated Rs 70 crore. The state government is already under financial crisis and crore of public money has been mismanaged, Lapung added. Condemning the 'infighting between Congress leaders' which according to him put the entire state in current situation, Lapung said "Congress has 55 MLAs in the state Assembly and they should run the government smoothly. They cannot run away from the responsibility."
"If the current government is unable to run the state, there is no need of care taker government; rather the state should be immediately brought under President rule," the apex student union said.
AAPSU also strongly opposed the chief secretary's statement, in which CS said that chief minister and council of ministers will continue to function, saying that it would encourage council of ministers to misuse the government machinery and power to score individual political mileage in run up to the election.
Citing the various law and order incidents such as reported RWD CEO Doli Nyodu abduction case, attack on professionals, fake LTS bill payment, and Tarraso incident, AAPSU General Secretary Biru Nasi stated that Arunachal government has failed to protect its own indigenous people. Nasi added that elected representatives have run away from the responsibility and abandoned the state out of greed and left its own people at mercy of hooligans. He also termed the dissolution of Assembly as mockery of democracy saying that it would deprive thousands of students to enjoy their adult franchise as exam will be on in most of the colleges and universities.
AAPSU Chief Advisor and former president Takam Tatung criticized the Governor for accepting the cabinet recommendation for dissolution of Assembly. AAPSU Convenor Tadar Kakum asserted that AAPSU will fight continue to protect the lives and properties of the Indigenous people of the state. Finance Secretary Suraj Tayem in his address termed the cabinet decision to dissolve the state Assembly as biased decision ever made by the legislators in the history of the state.
Earlier AAPSU has submitted its representation to the Governor demanding deployment of adequate security forces at Capital complex, and other vulnerable areas like boundary to maintain law and order problem. It also sought white paper on financial status of the state government claiming that there has been serious case of financial mismanagement and crisis which forced cabinet to call for simultaneous election of the state assembly along with Lok Sabha. AAPSU said that it expects reddressal of their demands from the Governor within 12th March saying that failing to do so would invite series of unprecedented agitations.
Simultaneous polls an intelligent move: SUMA
ITANAGAR, Mar 08: The Students Union Movement of Arunachal (SUMA) has welcomed the initiative of the State Government to recommend simultaneous polls for both Parliamentary and Assembly constituencies in Arunachal Pradesh.
"We believe this is a historic and one of the most intelligent moves of the state government in the recent times," SUMA said in a release.
"Election process involves huge expenditure and conduction of the Assembly polls along with the Parliamentary elections will minimize the expenditure to a large extent," the release said.
Also, the burden on government officials on election duty will be lessened. If the Assembly polls were to be conducted after six months, the whole machinery will again have to be geared up, which will be tiresome exercise, the release said.
SUMA expressed gratitude to the Governor for accepting the recommendation for dissolution
of the state legislative assembly by the Cabinet, which has cleared the deck for
simultaneous polls. "There are so many issues like that of inter-

No outsiders are allowed to use any spot for picnic or other immoral activities throwing bottles, plastic materials within Doke area jurisdiction up to Sinem river side without prior permission from Group Secretary, ASM and GBs. Illegal collection of woods, bamboo, tek/toko leaves, ékkam, bamboo shoots, sand, boulder etc. has also been banned at Doke area jurisdiction and violation by any individual will be imposed fine at the first instance. Any damage or demolition of public property like Keba Dere, Anganwadi centre, Community School, Teacher quarter, school building, church, Gangi intentionally by any individual will be imposed fine depending on the gravity of loss or damage caused.

DEO calls for strict adherence to election guidelines
KHONSA, Mar 08: A meeting of all the Sector Magistrate, Nodal Officer, HODs and all the representatives of various political parties of Tirap and Longding districts was held in the DC's conference Hall today. Illegal boulder mining continues in East Siang

PASIGHAT, Mar 08: With mining of boulder, sand and sand gravels being the profitable industry for the contractors as well as the individual owners (Area Malik) in Siang valley, exploitation of mineral resources are underway in the region overlooking laid down norms. One such example is boulder mining from the river beds.
It may be recalled that the Supreme Court has banned any kind of mining of minor minerals, including sand, without environmental clearance from the Union ministry for environment and forests, while National Green Tribunal (NGT) has issued a restraint order on August 5, 2013, against all sand mining activity being carried out across the country without environmental clearance.
Despite the recent ban imposed by the National Green Tribunal (NGT) across the country
on mining of sand from river beds, boulder mining trade is flourishing in different
parts of East Siang district, especially in Mebo and Ruksin Sub-
Indiscriminate extraction of boulders and sand from the river beds at the bridge points is gradually affecting the river flows and this may pose great threat to the people living at downstream and cause an ecological catastrophe in the region.
Locals said that the matter was already brought to the notice of the East Siang district authority, but to no avail.
The local people with the environmentalists are seriously concerned over unscientific quarrying rampant in the river bed for the last several years which has resulted in change of course by the river. The authority concerned has no control over the dangerous practices.
It is alleged that that majority of persons carrying out mining activity of removing minerals from the riverbed have no licence to extract and also they have not obtained "clearance" from the ministry of environment and forests or the state environment impact assessment authority."

Siang River flowing down from China is a major tributary of mighty Brahmaputra in Assam. Due to rampant boulder excavation from river beds, huge volumes of sediments from the geologically fragile Arunachal hills are carried to downstream, causing frequent change of river courses in Assam.
Environmentalists have observed that removal of minerals from riverbeds has been posing a serious threat to the flow of rivers, survival of forests upon river banks and more seriously, to the environment on river banks.

Tara said this is a promise fulfilled by the state government, especially Chief Minister Nabam Tuki, to engage experienced football coach to train local youths.
Similar training camps of one month’s duration each will also be organized at Aalo/Nari for players of West Siang, East Siang and Upper Siang districts from May 15, at Roing for Lower Dibang Valley, Tirap, Longding, Changlang, Anjaw, Dibang Valley and Lohit from April 10. It will be held for West Kameng, East Kameng and Tawang at Bomdila/Rupa from June 20 and Kurung Kumey, Lower Subansiri and Upper Subansiri at Ziro from July 25.
This is the first time Reading FC is training any players in India, Nomuk said.
The coaching camps are being organized jointly by SSA and Arunachal Pradesh Football Association.
Earlier, the coach duo stressed on hard work and maintaining strict discipline by players. They also briefed the young footballers about the basic requirements, such physical fitness, concentration, cooperation, confidence and maintaining healthy and balanced diet etc. to become a good player.
RFC, an English Premier League (EPL) football club, entered into a MoU with the Arunachal Pradesh Football Association (APFA) on September 30 last to give a new thrust to soccer in the state.
The MoU was signed by Lok Sabha MP Takam Sanjoy, representing APFA as its president, and Nomuk on behalf of the premier club, in the presence of the Chief Minister.
RFC advisor Nomuk, Arunachal Pradesh Football Association president G. Doke, Sports and Youth Affairs Department Assistant Director Tadar Apa, officials of SSA and SYA department were present during the inaugural function.
